Maoist Scenario


Some activity and movement of terrorists has been noticed in Odisha. So far, on intelligence inputs, the terrorist activities in the State have been contained effectively. During the year, based on an intelligence tip off, police arrested Ishwar Chandra Behera of Kanti, PS--Baisinga, Dist. – Mayurbhanj, a contractual photographer of ITR, Chandipur on the charges of spying and transmitting information of ITR, Chandipur. Similarly, one Ramachandran Subhas, of Vallan, Dist.-Tirunavelly, (Tamilnadu) was arrested for being involved in Puri serial train burning cases. His suspected involvement with some terrorist outfit . The investigation of the case has been taken over by National Investigation Agency (NIA). Further, in a joint operation with Odisha Police, Delhi Police Special Cell arrested Abdul Rehman, of Paschimkachha, PS – Jagatpur, Dist.- Cuttack for his suspected link with terrorist organisations like AQIS and running an un-registered Madrasa at Bilteruan Dist.- Cuttack .


There was a progressive improvement in the overall Left Wing Extremism (LWE) situation in the State in the year 2015. While there was a substantial improvement in the situation in districts like Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh, Sundargarh & Nayagarh the situation remained challenging in parts of Malkangiri, Koraput, Nuapada, Rayagada, Kandhamal, Kalahandi, Bolangir and Baragarh districts.

72 LWE related incidents were reported in the State in the year 2015 involving death of 26 civilians, 4 security personnel and 9 hardcore LWE cadres. Pro-active action taken by the security forces resulted in the arrest of 53 LWE cadres ,recovery of 255 weapons, 168 Improvised explosive devices (IEDs) and large quantity of explosives. Besides, 64 LWE cadres /militia surrendered in the State during the year 2015. The robust security response resulted in total marginalisation of “Odisha Maobadi Party”of Sabyasachi Panda and significant containment of activities of ‘Chasi Mulia Adivasi Sangha’ a frontal organisation of CPI Maoist in Narayanpatna - Bandhugaon axis of Koraput District. In a significant development, about 1039 persons of Kalimela and Podia area of Malkangiri district including many active militias, members of Revolutionary People’s Committees and Village Committee Members withdrew their support to the Maoists. The above achievements were the outcome of a well calibrated counter-LWE response of the State Government, both on security and development fronts, and the true professionalism and commitment shown by the security forces to curb the LWE activities.
