Scientific Aid to Investigation.

SCIENTIFIC AID TO INVESTIGATION :-


Investigating officers have been trained in Scientific aid to investigation in the different training centers within and out side of the State to use scientific methods during investigation. Besides this, they have also been trained at intrastate as well as interstate level on scientific methods. One Cyber crime Police station has been opened at Crime Branch since 2006 to investigate Cyber offences.

This year 64th State Police Duty Meet organized by CID, Crime Branch was held at Reserve police ground Cuttack from 28.09.2016 to 30.09.2016. 168 Police Personnel participated in this competition. State Crime Branch team was declared as “Champion Team” amongst them.

FORENSIC SCIENCE LABORATORY:-


The State Forensic Science Laboratory at Rasulgarh, Bhubaneswar has 3(three) Regional Forensic Laboratories at Berhampur, Sambalpur&Balasore and 36 District FSLs. They undertake chemical examination of Physical clues collected from the scene of crime/ victim/ accused/ deceased. The results of chemical examination are furnished in the form of examination reports for aiding in detection of crime and prosecution of offenders. The State FSL has 8 specialised divisions namely Physics, Chemistry, Biology, Serology, DNA, Ballistics, Toxicology and Lie Detection Division.

Over the years, the laboratory has been contributing meaningfuly by visiting scenes of crime and submitting chemical examination reports to the courts. During the year 2016, 15,762 cases were examined. Considering the importance of forensic science in criminal justice delivery system, the Government of Odisha and the State Police Hdqrs. Cuttack have taken some major steps to improve the infrastructure and the technical facilities of the laboratory A modern state of the art, well equipped DNA profiling laboratory was established during the year 2015 and it has started functioning satisfactorily. During this year, 1 Scientific Officer and 32 Laboratory Assistants have joined in various divisions of this organisation and 52 Laboratory Attendants were appointed on contractual basis to facilitate the laboratory work across the entire state.

The State Forensic science Laboratory has conducted several training programmes for Police Officers, members of the Judicial Services and Public Prosecutors. The scientists of this organisation are frequently visiting Institutions, such as BijuPatnaikStatePoliceAcademy, JudicialAcademy, etc. to highlight the ever increasing role of scientific crime investigation in prevention, detection and investigation of crimes and administration of justice.

DOG SQUAD:


Odisha Police Detective Dog Squad has been functioning under the State CID, CB since 1961. Besides, Dog Squad has also been functioning in 24 districts. The following categories of trained dogs are available (a) Tracking Dogs (b) Sniffer Dogs for detection of explosives (c) Sniffer Dogs for detection of Narcotics (d) Search and Rescue dogs used during natural calamities. During the year 2016, tracker dogs were utilized in 613 cases and clues were furnished in 187 cases. The dogs did commendable jobs in 35 cases, in which, the stolen properties were recovered. Besides, the explosive sniffer dogs were utilized on 1564 occasions during VIP visits, raids, law and order and other extremist situations.

MISSING PERSONS SQUAD:


    1. A web enabled portal i.e “ Track Child “ was made functional with effect from 31st. January 2013. Photographs and particulars of both missing and recovered children are being uploaded on this portal.
    2. All the District Ss.P./ D.Cs.P./ Ss.R.P. have been directed to treat all reports of missing children as F.I.R., register a case of kidnapping / trafficking and take up investigation. A Standard Operation Procedure (SOP) vide letter No. 32995 /CID-MPS dtd. 09.10.2014 framed by the State Police Headquarters for registration and investigation of cases in respect of missing children has been issued to all districts Ss.P., D.Cs.P. Bhubaneswar/ Cuttack, Ss.R.P. Cuttack Rourkela
    3. Special drives are being conducted from time to time to trace the missing child.
    4. IG of Police, CID, Crime Branch, who is the state nodal officer on Anti Human Trafficking crimes, is monitoring progress in rescue/ recovery of missing child.

Integrated Anti Human Trafficking Unit (IAHTU):


On the initiative of the Ministry of home Affairs, Govt of India Integrated Anti Human Trafficking Units(IAHTU) have been established all over the country to address the problem of missing children and human trafficking. In Odisha IAHTU has been established in every district. At present 37 Anti Human Trafficking Units(IAHTU) are operational in all the 36 police Districts and CID,CB of the State with sanction of various ranks.

Operation Smile:II


In accordance with orders of Hon’ble Supreme Court as well as Ministry of Home Affairs, Govt. of India a operation titled “ Operation Smile” was launched in all the districts of the State w.e.f. 1st. January, 2016 to 31st. January, 2016 to rescue and rehabilitate missing children. During such drive, the children residing in shelter homes, platforms, bus stands, roads, religious places etc were screened by police personnel and documented. As a result 566 children were traced and rescued.

Operation Muskan:II


In Odisha the operation was launched in two phases. During first phase from 25th July. to 9th Aug, 2016 a campaign was launched to trace missing children within the state. All total 2417 children (including child labour ) were rescued from different places inside state and handed over to their parents.

In the second phase from 10th August, 2016 onwards teams were sent to various states and important cities to trace and rescue missing ; children of Odisha. All together nine teams were formed at Range/ Commissionerate level to take part in this special drive. After spending 15 days outside state, the teams returned with 193 rescued children from different states.

Economical Offences:


During the year 2016, 34 cases were registered by the districts police. Out of 34 cases, 7 cases have been charge-sheeted and remaining 27 cases are under investigation.

During the year 2016, 21 Economic offence cases pertaining to cheating and misappropriation of public deposits by financial establishments and chit fund companies, cheating by Real estate companies, land scam cases reported by Revenue and G.A. Department and loan fraud cases reported by different Nationalized Banks have been registered and investigated in to by the Economic Offence Wing, Odisha, Bhubaneswar. In all these cases 59 numbers of accused persons were arrested and forwarded to the Court.Economic Offences Wing has also sensitized all the districts to take effective steps against financial establishments indulging in money circulation/chit fund activities.

On the basis of proposals submitted by Economic Offences Wing, Government have issued Ad- Interim order u/s 3 Odisha Protection of Interests of Deposits ( in Financial Establishments) Act,2011, attaching the properties of (1) M/s OSCAR Group of Companies, (2) M/s Katloon management and Financial Services Private Limited, (3) M/s AB Real Tech Sertvioce Ltd.,(4) M/s Vista management Services Pvt. Limited (5) Shree Bhoomi Group of Companies, (6) M/s SaralaRealcon Pvt. Ltd., (7) M/s AshirbadMulti Purpose Co-operative Ltd. And (8) M/s Tresty Security Ltd. In the meantime ad-Interim attachment order issued against (1) Rose Valley Group of Companies, (2) Safex Group of Companies, (3) M/S Astha International Ltd. and (4) M/s GLP Developers and M/S Golden Land Developers Ltd. (5) M/s Sastra Enterprises Pvt. Ltd. (6) M/s Green Ray International Ltd. (7) M/s Umamani Home Creation Pvt. Ltd. and 8.M/s Sai Pragati Assets and Properties Pvt. Ltd. have been made “ absolute” by Designated Court, Cuttack.

Juvenile Offences:


During the year 2016, 994 cases have been registered against 1285 juveniles. Out of 994 cases, 962 cases have been registered against boys and 32 against girls.

Handwritting Bureau:


Documents relating to various Crimes such as embezzlement, murder, misappropriation of funds and circulation of fake currency, crime relating to dowry, kidnapping and conspiracy against the State, etc. are examined in the Handwriting Bureau functioning under CID, Crime Branch, Odisha, Cuttack. Besides, documents received directly from various Courts and Departmental authorities are also examined in the Bureau and Expert opinions are furnished. The experts working in the Bureau help the investigating officers, Courts and various Departments in providing proper guide lines in cases where documents are involved. Apart from examining the documents, the experts of the Bureau are also imparting training to P.S.Is., Jail Officials, Police Officers of BijuPatnaikStatePoliceAcademy, Officers selected for All India Police Duty Meet, Medical Students and Judicial Officers of different courts.

During the year 2016, 186 Police cases involving 21,123 exhibits have been examined and expert opinions furnished. Besides, 1,794 exhibits in 32 non-Police cases referred by various Judicial Courts and Departmental authorities of Govt. of Odisha have been examined and expert opinions furnished. A sum of Rs. 1,06,860/- has been collected towards the examination fees of these cases and the same has been deposited in the Govt. Treasury.

Photo Bureau:


State Photo Bureau, Rasulgarh, Bhubaneswar has prepared 2780 photographs of Finger Prints in 411 cases, 2359 exhibits negative in 144 handwriting cases and 73 photo identity cards of police personnel during 2016. Besides, the officers of Bureau have conducted Videography on 125 occasions during law and order and checked the media personnel and their equipments from security point of view at 5 different places during visit of VIPs.

FINGER PRINT BUREAU(FPB):


The State Finger Print Bureau was created on 1st April 1936 with formation of separate State of Odisha. Finger Print Units have been functioning in 32 Districts since 2002 and since 2008, with 06 AFIS (Automated Finger Print Identification System) Work Stations at SCRB, AFIS (Remote Query Terminal) RQTs have been installed in 34 Police Districts including SsRP, Cuttack and Rourkela and one at CID, CB, Hdqrs., Cuttack. During this year, Finger Print Slips of 199 Convicts were classified, digitized and verified in AFIS database and main record of FPB. AFIS database has a record of digitized FP slips of 1,86,747 arrestees and convicts and 5232 unidentified Chance Finger Prints. During this year, Finger Print Slips of 824 Arrestees were digitized, searched and recorded. Finger Print Slips of 196 Convicts and 4093 Arrestees have been sent to National Crime Records Bureau, New-Delhi for search and record during the year, 2016. 221 Cases (Scene of Crime Chance Print Cases- 211, Government Cases-07 and Private Cases- 03) were examined during the year 2016 and opinion furnished. Training on Finger Print Science has been imparted to 274 Police Officers, Scientific Officers of State FSL and Judiciary Officers. Finger Print Slips of 16 Unidentified Dead bodies, 2 Convicts and 4 Arrestees of other States have been searched in AFIS database and results communicated to the respective inquiring officers.

ACHIEVEMENTS:

In 21 cases, 39 Chance Finger Prints collected from the scene of crime have been successfully identified with 26 criminals and results have been promptly communicated to District Authorities which helped the Investigating Officers in investigation. In 10 cases (07 Govt. cases & 03 Civil cases), criminals have been successfully identified through Finger Prints which helped in prosecution of the cases. Finger Print Slips of 196 Arrestees and Convicts have been traced with their conviction particulars / criminal antecedents through Automated Finger Print Identification System (AFIS). Besides, 3 chance finger prints have been identified with criminals through AFIS.
